GM, the deal with Korea is "job preservation". Since over 70% of Samsung jobs are related to semi industry, they will do as they've been asked by the Korean government to preserve jobs. This inability to release the workforce has caused the glut of drams (keeping them employed to produce drams even while the price is falling), but has nevertheless kept samsung profitable and their workforce in the semis fully employed. Smaller dram producers will be forced out later this year and early next year and the price of dram should firm according to a few reports i've seen.
