The apex of the prior Ice Age Max was about 18,000 years ago. Back then, there was 1 mile of ice on top of Chicago and sea levels were 380 feet below where they are today. Since that local max, the planet has been warming. During this period there were several changes between glacier advance and retreat. Society determines (broadly) what we can and cannot do. We then choose to live within those constraints (or not). My idea is a bit different. For me, individual responsibility means I have to live with the consequences of my decisions and actions. If I spend my money on a cell phone and not health insurance, then I may have financial difficulties (or worse) should I get ill. WIth Obamacare, I can spend my money on a cell phone. If I get ill, I then get the government to pay my health bills. That is not responsible.
