The Fed is owned by the member banks so if you go to the SEC forms 13G which indicates ownership over 5% for the member banks you would think you could find out who owns the Fed. When the Fed was stood up, shares were created and sold to the member banks and no shares were sold to individuals. I tried to find 13G forms for J.P. Morgan Chase Bank. If you go to EDGAR at sec.gov, you get a list of two dozen JPM entities. I couldn't find any 13-Gs.
