That piece is a bit murky about what it means by cost controls. I found nothing in his presentation about what I would consider cost controls. He fusses about government involvement and government regulation and how that increases costs but that's something other than cost control, not an example of a government trying to control costs and ending up increasing them.

I really don't think that a case can be made that cost controls increase costs, certainly not directly, and probably not indirectly.
