What kind of establishment? If it was an establishment defined by the law as being one in which they must provide service, then they would have to allow the dog. But how about this - what if a Kenyan wanted to have a barbecue restaurant barbecue a dog that he would provide? Could the restaurant refuse?

the way i read the law is that the baker is refusing service on the basis of religion....HIS

What if I was the baker? What if I refused to make the gay couple's cake? I'm an atheist and am therefore not basing my argument on religion.
