Yeah, but he pays a lot of money to folks who make sure he owes as little as possible, and, quite probably, lots of money to folks who write laws enabling him to do just that. Actually, my personal speculation is that he didn't always pay "100% of what was owed," and that is why he can't produce the returns. Either that or he stiffed the Mormon Church out of their 10%. Or maybe both. Eventually, we'll see, I think.
