Jack: That is not exactly the way it works. When a country like Kore gets to the breaking point, a process of fleeing capital occurs. That depletes the countries foreign reserves to the point that they can no longer support international payments. The money infusion is used to stop the flight of capital process and stabilize the "new exchange rate". Hopefully, it is granted with "string" attached that assure the repayment. If I am to believe what was written in the papers in the last few years, Mexico has repaid the loans extended during their tight spot.
