I'm mostly basing my opinion on technicals at this point. The chart "looks" like it wants to go there.

The renewed increase in short interest seems to support this.

That said, I think a "successful" test of the 20 dollar level could make for a compelling technical picture.

That's a stretch at this point as it contains alot of "what if's", but it's no more a stretch than than the one I saw here about IBM being a buyer.
Now THAT'S a stretch.
