Garbage pickup up times are not consistent.. Maybe Livy doesn't know that.. being busy with council and all.. I mean it's only municipal fact.. How could she be expected to know..

LOL I tweeted her one twit to another.. garbage in Toronto's East End is not like an alarm clock.. in fact it's not as reliable a 'sometime this afternoon' cable tv appointment.. More like between 7:00AM and 5:00PM.. and I am served by the union guys... At least it gets picked up now that it's heavily automated and the dumbo citizens know how to orient their bins for pickup..

The municipality as a single entity that generated tax revenues as the babyboomers entered the economy is long gone and is no longer feasible. These tax revenues paid for all service costs. Now firefighters, teachers, trash collectors reached retirement age. They need to pay pensions of the babyboomers retiring and the new employees replacing them.

To lower the costs, the municipality will provide this service through a less costly provider: the private entity.

Babyboomers' affects public services provision and they need to adjust. Public service costs have grown with the babyboomers and the economic growth that they brought along.

The phenomenon babyboomers must be taken into consideration whenever any economic situation in rich countries is to be assessed.

As I tried to explain in a few postings below, babyboomers ensued an era of high economic growth and prosperity. This era being passed, the economies of the rich countries have to adjust to this new era.

Municipality have not yet adjusted because the artificial gush of revenues brought by the real estate bubble.
Now that the bubble deflates, property taxes revenues go down in tandem.

In the case of Canada:
Canada exports to the US much more than they import from it. flickriver.com

Generate huge deficit. US wants to lower this trade deficit seeking its own oil and gas. Canada without the US revenue will have less money (tax revenues) to manage the countries' finance doing equalization of places with less transfer to places that have more.
