Why? It does not imply so. Suppose that I want to buy 3.9 M shares. I can strike a deal with an MM to acquire these shares at the lowest possible cost to me. The MM trades, i.e., begins to acquire shares at gradually increasing prices. Thus, trades for 3.9M plus another 400K shares are still taking place, while I bought 3.9M through the MM.
