Clean Water will be a very expensive commodity if water treatment plants are closed down. Before there were water treatment plants starting 100 years ago, the death rate was very high from thyphus and diptheria. Turn off the clean water and that's a pretty good start to depopulation. Oh that's right the clean water act and wetlands will clean your water for you so you don't need the water treatment plant! Might see this a commercial near you soon.
