I don't think your claim is completely true, or very relevant.

A lot of Democratic initiatives get delayed or blocked as well. Some Republican one's advance quickly under the right political circumstances. Its possible that the Democrats as a whole have some advantage, but even if they do its not enough of an advantage to fit your description. Even if it was, that's passing new laws or regulations or creating new programs, not personal benefit from the government or government influenced private corporations or individuals to get around laws.

Explain why liberal / democrat initiatives get implemented so quickly when a new democrat comes into office while Conservative / Republican ones are not.

Because the former wants to do more and the latter wants to do less. It's much easier to get people excited to add something else to the repertoire. To change/cut back something that people are used to and that lots of people are invested in is much more difficult.
