It wasn't a mistake, Reagan didn't want to mess with it. Amnesty was so simple. Reagan even took out the provision holding employer's responsible.

Bush did nothing either, and he had a Republican congress for 6 years.

But now that Obama is doing something (which needs ot be done), all you can do is criticize him.
