I think I understand what you are saying now. The book is not available in the Play Store. That is a publisher thing. They determine who they cut deals with for electronic versions. Some electronic versions of books are exclusively in Kindle format, or Apple, etc...

That is not a Google thing. It is a publisher thing. There are certain publishers that have not yet signed up to have their Books/Music/Movies available through the Google play store. But they will in due time. For now you can get those from the Amazon Kindle/Music apps from your Nexus 7.
