FBI isn't defense spending. Neither is the State Department. The interest on the debt, well that's real, but its overestimated, since even with today's reckless deficits, a lot of government spending is paid for by taxes (and since its "past wars", the percentage would be even higher) Even 23% of the interest (the low end given by your source) could be too high, since less then 23% of spending has been for "past wars', and since current defense spending is lower than that as a percentage of total spending.

. Then if your going to add by activity, you would have to remove expenses for humanitarian non-combat missions, and for a portion of the force to deal with such things, but that would be a pretty modest decrease.
