There are a bunch of different angles to this discussion. I personally believe that the US has entangled itself militarily in many places that it doesn't belong. Iraq certainly did make threats to the US and Iraq claimed to have WMDs and there was some evidence to that effect (and certainly plenty of time for any WMDs to be moved to places like....Syria). National defense is definitely in the domain of the federal government. I agree with you that there is a question as to whether or not this was legitimate national defense. Paying for abortions is definitely not something that would be covered in the US constitution as a power that was granted to the federal government.
