Texas is a dumb-ass, regressive state in many ways. Wind power isn't one of them:

Having made the drive on I-10 form CA to Austin many times, I was amazed that every time, I saw more and more windmills. Hundreds of them. Texans seem to get that once those turbines pay for themselves, it's nearly FREE ENERGY from then on. No fuel costs. Slight maintenance costs.
