Of course. Democrats set the standard when Bill Clinton did it to try to help Al Gore win the election. In spite of the fact that SPR was established with the specific intent of providing an emergency stock in the event of major supply disruption, NOT to allow politically motivated manipulation of oil prices, Dems think it is acceptable to use it before an election to get votes.
