That's a typical leftie tactic, use a rarely used exception as justification for the majority.

Just like abortion, they'll say it's for the safety of the mother, while the vast majority of abortions are nothing more than a form of birth control.

Kinda like their Obamacare justification, claiming to help the few uninsured by forcing them to have healthcare they don't want, in order to screw everyone who already has it.
