QMX, Richmont and Wesdome will be very affected because now, their mines don't pay royalties since they lose money. In the PQ regime, it's 5% upfront, whatever you make or lose money.

Osisko, Aurizon and Agnico-Eagle will be affected, but not importantly.

For Xstrata, Arcelor, Rio Tinto and Cleveland Cliff, it's peanuts!

Semafo has nothing in Quebec.

In the junior camps there are many smaller ones with operations in Quebec, like Metanor, QMX and the likes

In the mid-tiers camp, Agnico Eagle, Iamgold, Aurizon with important operations as well.

DAN, NGC and FMS come to mind as well.
