Nope you cannot. If you "think" you can, the onus is on you to say how.

Toggling between bluetooth and wifi. Why?
Not between. Just toggling them off and on simply and easily. Mostly for battery life.

I leave bluetooth on and it activates when I need it. I have wireless at home and work so I leave that on. I don't worry about battery life like you might have to on an Android
Good grief, battery life isnt an "android thing" !!! Its a physical constraint due to the size of these devices and the fact you cant swap iPhone batteries (nor on some Android devices).

I only turn wifi off when I travel. No big deal.
Two points here.
First, the fact you find it "no big deal" doesn't take away from the fact that other people might find it an irritation to not be able to switch it off simply and quickly so you dont forget.
Second, the fact your personal circumstances mean that battery life is not a problem for you doesn't impact upon what it is for others who would like or need additional battery life and would like the convenience of a simple toggle. If you don't want one, fine. I'd like one, because it makes the iPhone a more pleasant device to use.
