Which is even more evidence that the Democrats are not failing at "the area of spending (medical spending) that is by far the biggest driver of our fiscal problems going forward", even in an historically low year, is still so high, that's a problem.

But the links in your post where to estimates of health care spending, not government health care spending. So that data doesn't directly address the fiscal issue.
