HI Hawk,

The big boost that VAT get is a brodened base.

In Texas new car dealers were taxed on the new and used inventory at year end.

The tax was gamed by hiding vehicles on satellite lots/farms.

Instead an inventory tax was made on all sales and the state tripled the revenue.

There is a vast underground economy of people doing side jobs on unemployment - taxing drug dealers and hookers.

The base is huge and a small tax would be a government windfall.
