Bond, the pharmaceutical co. you mentioned, CLGY, is development stage. Which means that they have to issue equity periodically to raise capital to stay afloat, which can be favorable for shorts.

However, it also means that the stock price will be highly sensitive to news about product development. So no, I would not say it is an automatic short. You have to understand the products, and where they are in the development process. You can read about those things in the news releases and the co.'s SEC filings.
