The cash flow is low relative to the asset value for ATPG as much of their assets are still vastly under-developed. The company has a higher value based on assets than cash flow. The best outcome for all stakeholders (except possibly the founder's ego) would be for them to sell a major asset so that they can fully develop the rest.
