It's very awkward. The only way it makes sense is if you assign the following line to Obama and the rest to a Romney presidency still to come.

It takes input in the form of Word, or other text input. It displays on one, two, or three TelePrompTers where there are cameras so the speaker can look natural, moving his head. It takes training and experience to use them. Rubio was nervous (which didn't show) and wanted to maintain visual contact with the audience (a mistake) especially because he was appreciative of the enthusiastic applause, and he lost his place and forgot his words, so he made it up until he got back to the text.

You can do it perfectly in rehearsal but live is different.

The whole mis-step was that one line, just a couple of seconds. Maybe he got distracted by somebody or some thing in the audience.

I consider it meaningful, as a Freudian slip. And his family's choices of colors for the photograph a minor mistake. It looks like a Democrat picture.
