individual basic combat training must begin locally

Your talking about a militia. That would be very unPC regardless of what admin was in power. That's why the Bush admin allowed the SF to be swept off the board after the initial take down of Astan.

Our conventional military leaders keep on keeping on skipping the basics while insisting on this national training effort, and it keeps on failing us.

The more I read, the more I think that the military academies are becoming hives of left-wing PCism. It seems they're no longer emphasizing classic military academics and are spending more time on liasing with politicians. Many officers seem, selfishly, far more interested in their careers than in truly serving their country (but that may be just my perception since the military is no place for dissent). The effects of this confusion in the ranks - moronic rules of engagement, disarmament next to armed Afghans, "diversity" promotion - I think, can be demonstrated in the suicide rates of the troops and officer resignations.
