If interest rates are near zero doesn't that by definition mean that the demand for money is near zero as well?

Loan demand is steadily increasing. People remain risk averse so they're leaving their money in cash form. Letting it sit. That isn't a low demand regime because there's no monetary reason not to take risk. There's a big fiscal one.

Or that there is infinite supply?

Infinite?
