Yes, it will increase the number w/o insurance because it will be cheaper for some folks to pay the tax than pay insurance premiums. .....if there are 30 million without insurance, how many of them will refuse to buy.......all 30 million? Maybe. But in addition to them, some folks will drop their existing insurance. If you don't buy and get seriously ill you pay the fine and try to find a company that will take you without making you jump through hoops...... You don't understand Obamacare is going to keep them from doing that.
