Not true. The so-called Clinton Boom was a direct result of the cut in the capital gains rates in 1997. Everyone who knows anything about the subject agrees this was a major factor, in that it unleashed capital investment which made the Tech Boom possible.

So, you're now claiming that INCREASING rates won't have the opposite effect?
