Chaz, They do that already. In Toronto double parkers are usually towed in a few minutes, and they also get their windshield wipers broken, as it is not tolerated here.
Obviously they are slack in SF and thus people think they can get away with it, and they do.
The other thing would be to get the cars booted, and then towed. The boots can be carried in the tricycles. and they then have to pay cash to free the car.

Works well in many cities.
