SPAIN: Spain is prepared to make an official request for aid to Europe's rescue funds in early October as long as conditions attached to the deal do not go substantially beyond what the government has already committed to, sources in Madrid and Brussels told MNI. Prime Minister Mariano Rajoy, pressed by a deepening recession, the financial needs of the country's semi-autonomous regions and a heavy calendar of maturing debt, now believes the aid request is necessary, officials said.

But he is intent on avoiding the view that the state is yielding its fiscal sovereignty to Brussels. "The sovereignty issue is very important to Rajoy because it makes you win or lose elections," said a private-sector economist in Madrid who is familiar with the government's thinking. "The minute voters feel that Rajoy is no longer in control, the government is finished."
