Rebalancing will be made on the back of the middle classes. Everywhere.

How it was before:
Governments, in this experiment post-French Revolution called representative democracy, create middle classes, got their compliance and have social peace.

There were lots of poor people in those countries but middle classes would clamor for more cops and tough laws.

Government appeased middle classes and they voted them into power.

At governments' disposal was the money government extorted from the economy and public policies to manage the interests of the populations.

Such as:
1 Subsidies to sectors where middle classes would be falling off due to technology changes and foreign competition.
2 Social programs.
3 Military spending to provide jobs.
4 Lots of public servants jobs.
5 Non tariff barriers to protect the jobs of middle class people from competition of cheaper foreign manpower.

The spanner in the works is:
Tax revenues low prevents 1,2,3 and 4.
Globalization means no longer possible 5.

Higher nr. of older folks means also more spending and less revenue to invest in social peace via supporting the middle class.

Nor did I see a 2020 foresight prediction. Nor much of my amazing theory which was developed quarter of a century ago for a 12 year old's science project on CO2 and climate.
