Much of Clintons fiscal 'success' was nothing more than the run up into y2k. When that bubble burst he was alrealy on his way out of office. Meanwhile he was helping set up the Real Estate boom-bust 6 years later. He did sign some work/welfare reform unlike the current softtouch/community organizer we have in the Whitehouse.
