John, don't want to dig too deep on this ;) Like it or not, HFT is here, and it's grown against the greater trend of stasis, accurately stated in your post. Probably those who've been self-capitalizing or financing low-latency networks can see a clear path to repayment and profit, with little risk (to them). That usually stimulates investment.

Despite long gestation low-latency has been greenfield growth, in a sense.

A while ago Frank argued that eventually such activity is - or should be - self-limiting. Latest figures lend support to the idea, but it's too early to say. To answer your question, yes --- for those with access to capital, that's where the easy low-risk money is. Globally.
