Actually, I think one thing the GOP knows how to do a whole lot better than the Dems is distinguish between investments (that have an ROI) and spending (that do not). Romney in particular really knows how to get a good ROI. Now there are a whole lot of implications for that, both good and bad. Which you want to focus on really depends on which party you are clinging to. I look at both good and bad and try to discern if the benefits outweigh the costs.
