Yeah, '1B people have already died" would be a better starting point.
There is a third option, and that is "do everything", and, if we are lucky, in 20 years, we can say."CO2 levels are stabilizing; now let's figure a way to sequester it.

Right now, however, in Flatbush, they are saying, "head for your basement, here comes a tornado." The money they didn't spend on greening up will now be spent on cleaning up.
