One could argue that effective public education is the key to a civilized society. I'd disagree (preferring more market based alternatives to a socialized system), but still the statement would make a certain type of sense.

But spending more and more without getting better results isn't a key to anything except perhaps supporting the interests of the teacher's unions.

something like 55% of MD teachers flunked a 6th grade math test, yet they were teaching b8th grade math and higher. So is that a key to civilized society ? Is brainwashing the kids good for society ?

China has massive public education. My wife's co worker has a chinese student staying with her. He says in the chinese's schools they teach that the rest of the world is terrible and only china is good.

it's not massive public education that helps society, it's GOOD education that does.
