On this topic, it is important to look at the underlying philosophy of the person who said it. Ryan believes in a smaller federal government. He believes that many things that are currently being handled at the federal level should be state concerns. Suggesting that the federal government shouldn't interfere with state decisions on marijuana is completely consistent with who Paul Ryan is.

On the other hand, Obama will sway with the polls. So he is unpredictable in what he will or won't support (note how his views on gay marriage didn't change until he perceived the votes to be there). Basically, Obama is pandering for votes and once he's got them, he doesn't really need you anymore.
