A Constitution is a piece of paper. The USSR had a constitution, which its government ignored. Iraq had a constitution, as did Egypt, Syria and Lybia, which weren't worth the paper they were written on.

What we have (had?) that others don't is the respect for the rule of law, and the willingness of those with power to self-restrain to the bounds of the law. That, I fear, is what we are fast losing.
