"Pass through" is exactly the right term for most of them. They show up from their think tanks and believe they are going to whip everyone into lockstep behind them, and have very little clue how daily governing and administration really work. All the fancy slogans and cliches they use in the campaign don't translate into much in terms of actual policies that either have to go through Congress or require actually working with foreign nationals instead of just preaching at them. Romney and his crowd are all about the "preach the line and the world will obey" BS that Bush's crowd worshipped. Mostly the same folks, so no surprise. I hope Obama doesn't let up on the "do you really want to go back to that same old crap" theme this fall. It's very, very true.
