A "natural" decline, evenly distributed, with "good quality" individuals ending up being the relatively larger group - likely, would be a good thing. But it seems we have no control over the process or the outcome. My understanding is that the Chinese program was a success - but in most of the world the governments do not have such a degree of "persuasive" powers. In most of Europe fertility rates presently are far below replacement. We'll just have to wait and see where it leads us.
