He also stated that the decision not to staff Benghazi with Marines was made by Secretary of State Clinton when she attached her signature to the *State Department Rules of Engagement for Libya* document. Breitbart News has subsequently learned that under those rules of engagement, Secretary Clinton prohibited Marines from providing security at any American diplomatic installation in Libya. Clinton is incompetent beyond comprehension. No marines in Benghazi. No marines in Tripoli. Two days AFTER the initial Benghazi fiasco, we allow our US Embassy in Tripoli to be ransacked, the flag to be razed.......without ONE finger lifted by the US to stop it. As I stated previously, the rules of engagement must have allowed this and Clinton is directly responsible. Romney should demand that the American people be allowed to see the rules of engagement.
