Justin, no. The low end perps get abused by the police because the police have the power and the perps have no money for a real lawyer, and must use a legal aid junior. Legal aid will not go after property damage. You must start a civil suit and the police will lie like carpets(wall to wall), as we all know happens with the low end perps. The richer ones have both more money to get a better class of lawyer, and they also are often smarter than the police(average police officer is a rusty grade 12-13 graduate, and donutophile) and they police know they cannot say they found the rich mans house a pile of junk, like the low end perps can. These are the reason why Video raids are mandatory now in some(and growing) jurisdictions. There is a tendency to exact a form of immediate punishment as they know the perps are often gated due to crowding, and the damages will make them move and the landlords will be more careful as well.

I am quite against overzealous actions by the police. In fact it is better to search with care, than to use the toss and throw approach to avoid missing evidence. I also feel a rep of the perp should be there to watch the search and there should be one to go with each officer to minimize "finds" and damages.
