This is fraud. There is no economic recovery, as M. Zuckerman pointed out again today. We're in a "modern day depression". But being unemployed doesn't make people suddenly "disabled". They are unemployed and doing what they have to do.

People who are too disabled to work but seem to have no problem at all fishing.
