Yes, the Libyan President has repeatedly stated that they warned the Obama Administration 3 days ahead of the attacks that something was coming. In addition, the current joint investigation has found that it was indeed premeditated and that the actors are Libyan, not Al Qaeda.

As far as the US reaction to it all? I believe Romney should have kept his mouth shut. I also believe that Obama and Hillary both are too apologetic about the video. My reaction would have been a statement and a consequence:
* This was an invasion of US Sovereign Territory.
* American citizens, including the Ambassador in Residence, were murdered violating laws in both the US and in all civilized countries.
* I would then announce that we're shutting our Embassy down for a period of 5 years, advise all American citizens to leave the country, and cancel all aid and funding to the country for 5 years. In addition, I would press Congress and the UN to institute sanctions against Libya.
* Lastly, I would condemn the savagery and violence that seems to be the de facto response of Muslims around the Middle East to any perceived insult and ask them to modernize their religion and their thinking towards peaceful ways. Next, I'd reaffirm the US' strong Constitutional defense of Freedom of Speech, although I'd acknowledge that the video trailer that caused the hubub was tasteless, but within the bounds of Freedom of Speech.

That's my position.
