Hi RM. It's just the public who need to be convinced that they should opt for their personal freedom and personal possession of their share of public assets: <Don't know you will ever convince the USA government on your Citizen for sale idea > If the public votes 80% for it, the politics and process will follow. But as the current voting shows, Americans do NOT want freedom, not even for themselves. It seems to be mass Stockholm Syndrome. Humans are very tribal animals, like chimps, with millions of years of territorial alpha male tribal dominance hierarchy way of life so while those chimpoid antecedents have been ameliorated, they seem to still be dominant. Many people even wear pants most of the time and some can stay on their hind legs for hours at a time.

Tradable Citizenship makes sense, but new ideas, even scientific ones with solid proof, are a long time being adopted for the most part. Especially if those who benefit from the old ways have sufficient control over the situation.

3 months would be good, but renting the place to somebody else for the other 9 months would be desirable.

The little lake does look land-locked but it would be easy for them to get into it and breed, I guess.
