It makes great sense to me that a govt. would definitely want a
Class V disposal site available if it has any hopes of enforcing
its regulations. No site available, no chance for compliance, simple
as that. I'd say this would be a done deal, remembering that
Coconino already had EPA approval on the site. Am I correct?

About the additional shares outstanding, I just want to remind everyone that the vast majority of the increase in outstanding shares are RESTRICTED 144 stock. The current breakout looks like this, based on info from the proxy statement:

22.9 MM shares outstanding
less 11.7 MM restricted shares
less 7.6 MM other insider owned

leaves 3.6 MM shares in the float

Moreover, the "active" float consisting of shares that are not closely held by long term investors(some of whom I know are on this thread) is a good deal less than 3.6 MM. This "active" float is declining (keep in mind that 1 million shares were bought over $2. Proof of this decline is seen by 1. the drop in volume to the 500K level and below that started on Friday the 21st (well before Thanksgiving) and 2.the fact that last week the stock rose even on this small volume.

Last, do not forget that the call for certs will start to bear fruit and the ability of shorters to cover will be significantly impaired in this climate of more tightly held float.
