Not exactly. The basic thresholds for patentability in most jurisdictions are utility, novelty, and inventive step (non-obviousness) based on publicly available prior art - with publicly available prior art not being restricted to prior patents in the jurisdiction of examination. A patent examiner is obliged to compare what is being claimed with the full contents (not just patent claims) of all publicly available prior art (e.g., patents, published patent applications, technical papers, product literature, etc.) - regardless of country of origin of the prior art.
