They don't rate Republican presidents

I rated him as an American president, not on how good of Republican he was.

They rate American presidents.

And they do a poor job of it.

That's why Shrub can be the best or second best R president while being the worst American pres during the rating period.

That doesn't make any sense since there where multiple Republican presidents (and also multiple presidents that where worse then Bush).
